We have been following this discussion thread carefully.  Conversations with the community, often informally at OKF Conferences and events, and elsewhere, have helped us to get where we are today with the Open Government Licence.  OGL is the latest stage in an evolution of licensing policy over the last six years.  The government is absolutely committed to open licensing.  We have aimed to create a licensing framework that can work across government content.  We know from our own user research, clarity of licensing terms is important.  We also know that interoperability between the different open licences is vital.  We are keen to share our work and thinking on these issues more widely.  It would be good to have some feedback from people on this mailing list about how you would like us to engage.
