Herb,

Could you let me know if you get an answer to this question off list? I'm
keen to use some of the HESA data in a policy paper I'm currently writing,

I haven't yet seen a license on the HESA website, and it would be great to
know if I was just missing it. If the data isn't licensed, I'm happy to go
and ask HESA nicely what the state of affairs is.
