Markus

We had a brief discussion about this and related questions in the recent
advisory council teleconference and we are going to have an on-list
discussion about it [1].

The UK policy set in the Open Data White Paper [2] on page 22 is

<< Public data will be available without application or registration, and
without requiring details of the user>>

and there is an explanatory note that

<<It is an important part of the Government's approach to Open Data that
people should be able to use the raw data freely, and requiring application,
registration or personal details militates against this. However, both the
Government and the Transparency Board recognise that, in certain technical
situations (such as APIs), developer keys would be needed in certain
circumstances but that these must be readily and quickly available without
discrimination, and that the data they access must be available under the
Open Government Licence.>>

Regards

Andrew

Subject: [od-discuss] definition clarification wrt password access

Dear open-definition list members,

being responsible for the WMO Global Atmosphere Watch World Data Centre for
Aerosol, I recently came across an interesting question concerning
interpreting the definition of open access. Suppose data was be available
free of charge from a website, but to get the data, you would need to apply
for a username / password account and log into the website to access the
data - would that qualify as open access?

Best regards,
Markus
