[od-discuss] Open Data - Licensing with CC-BY 4.0?

So at this point, what is the definitive "use CC0 for data"
statement/explanation? (I have a half-drafted "share-alike is bad" post,
but I don't currently plan to push that into "and CC0 is the right answer"
territory.)
