[od-discuss] OGL UK v3.0 decision time

I'm +1 on the version submitted for approval (switch from "suggesting" to
"view" mode to see just that) and doubtless would be also on a version with
any non-substantive edits accepted, should the submitter wish to resubmit
with any.
