[od-discuss] OGL UK v3.0 decision time

With 13 of the 16 AC member voting +1 so far, OGL UK v3.0 is officially
approved.

+1s from Baden, Tariq, Herb, Mike, Rufus, Andrew, Leigh, Tim, Peter
Murray-Rust, Peter Suber, Rachel, Frederico, and Luis

We can add the license to the approved list.

Many thanks to Jo Ellis and The National Archives for submitting it.  And
thanks to those who provided comments and feedback and participated in the
voting.
