[od-discuss] Fwd: Conformance - Open Government License - Surrey 1.0

As promised, I have drafted a letter to the City of Surrey regarding the
Open Government License - Surrey 2.0 approval.  I plan to send this out on
Friday of this week.

I have included a section to raise our concern over the confusion for
people publishing works based on the license.  Please review and feel free
to comment / edit.
