[od-discuss] Russian standard licenses for open data

Hi Daniel,

Thank you for bringing these to our attention.

I don't think we have looked at these.  They appear to be specific to
Moscow and St. Petersburg.

The Moscow site appears to be using Creative Commons Attribution 3.0, so I
think that one is clearly open.  Nice to see.

The St. Petersburg site does appear to have it's own custom license:
http://data.gov.spb.ru/lic/

Please feel free to start the process (
http://opendefinition.org/licenses/process/ ) for the St. Petersburg
license if you would like to proceed with a conformance decision.
