The "Open Government License" is a specific license for open government 
data.

More specifically, it's a license from the UK. Since then, many other 
governments have copied it with modifications, and also call their 
license a similar name, hence the confusing differences between the OGL, 
OGL-Canada, OGL-BC, OGL-Surrey, etc.
