[ogdcamp] Introduction from Tim Davies

Is there an etherpad or google doc for the programme?

Proposals are starting to form in the open-gov list and we need to know how
much stuff OKFN has already allocated and what free space there is.

At the moment the strategy seems to be to push as much stuff to satellite
events.
