[okfn-advisory] US Best-Practices Language for Making Data "License-Free"

Hi Carolina,

As you may have noticed :-) one of the authors of the document is our team
member and Policy Director Jonathan Gray, so yes we generally support it :-)

Note that the document is about how to "make data license free" and not
necessarily a statement that data *must* be license free - as you know our
basic position is that we advocate for open data as per the open definition
which allows for both "license free" (public domain) and data licensed
under and attribution or share-alike license.
