[@OKau] [@OKFNau] business case for open data projects

Hope to have some work from Western Australia to share on this front soon.

We've been working on a range of fact sheets and short research papers
surrounding open data (Benefits, case studies, and the like) to support our
(shiny new!) Open Data Policy :)
