I'm not sure if Peter had an actual question, more a complaint.  Perhaps if it were worded as a direct question addressed to the DTO topic of the forum then it would make more sense to people.
Such as, Will the DTO take on any responsibility with regard to the Open Government Partnership?Or,Are there any updates on Australia's progress toward joining the Open Government Partnership in light of the establishment of the DTO?

You say the OGP requires the government to create a national action plan developed in partnership with civil society. I don't think there is much understanding about what specifically OGP will do for Australia. I'm personally pretty vague about the details. Turnbull could put an end Australia's four years of dithering about whether to join the Open Government Partnership if he is serious about Australia reaching out globally. My question picks up on his statement we intend to join the D5. There are many reasons why we should join the OGP-the most important that it requires a national action plan developed in partnership with civil society, an opportunity for a whole range of issues to do with transparent, open government to be raised. I hope the question attracts your attention.
