Research Week
12 – 23 October 2015

An opportunity may exist for you to do exploratory work and seek answers to
challenging questions you may have.*
Invitation
Many government agencies are now using analytics to extract knowledge from
data for purposes such as fraud detection, border protection and bio
security. They employ a number of highly specialised staff to do these
tasks including data scientists, data analysts and decision scientists as
examples. There are often limited opportunities for these specialists to
explore data, to try new ideas, to follow hunches and to test hypotheses.
The Whole of Government Data Analytics Centre of Excellence is organising
another research week commencing 12 October with the reports presented
Friday 23 October. This will allow Analytics staff to do a short project
that will enable them to do exploratory research, gain valuable research
experience and see if they can find meaningful insights in data.
Nominations
Nominations are sought from analytics and related staff in government
agencies to participate in this exercise. Participants are initially
required to:
· Submit a one-page proposal including the research topic, the
expected benefits of the research, the objectives of the activity and
proposed methodology and data.
· Obtain the approval of their SES/EL2 manager, including agreement
that time is approved to work on the proposal.
The endorsed submission should be emailed to
DataAnalyticsCentreofExcellence at ato.gov.au *by close of business Monday 24
August 2015.*
Data
In the past access to suitable data has been an impediment to doing some
research tasks. There are publically available datasets that can be used
for this purpose. Many of the data repositories that can be examined to see
if they provide suitable datasets are listed on *Attachment 1*.
The Program
Opening Ceremony
The opening ceremony will be held at the Australian Taxation Office (ATO),
Narellan Place, Civic, ACT on Monday 12 October 2015
from 10:00am to 12:30pm AEDT.
A keynote address will be given by Dr. Peter Murphy Principal Psychologist
from Department of Foreign Affairs and Trade. Peter previously worked in
aviation psychology in Defence. He will speak on accident research and how
small risks snowball to cause major catastrophes. Peter’s presentation will
reinforce the adage that prevention is better than cure.
Many who work in analytics in government are responsible for the detection
of risk and assist in its subsequent management. Peter’s presentation will
give another perspective on risk.
Attendees will also be presented with an overview of all submissions
received.
Digital Transformation Office (DTO) Workshop
The opening ceremony will be combined with a workshop with the recently
established DTO. The workshop will be held on the afternoon of 12 October,
following the opening address. The content of this workshop will revolve
around the use of analytics for determining citizens’ needs for online
services and will consist of presentations together with a number of
workshop activities.
Presentation of Results
Participants have seven days to do their research and prepare a
presentation of 15 minutes to outline their exploratory activity, followed
by five minutes for questions. They will deliver their presentations on
Friday 23 October 2015, 10:00 to 13:00 AEDT (and 14:00 to no later than
16:00 hours, if there is an overflow with the number of projects to be
reported).
Final presentations will be due by 5pm AEDT, Tuesday 20 October 2015.
The presentations will be held at the ATO in Narellan Place Civic for those
located in Canberra. For those outside Canberra we will use telephone
conferencing and possibly video facilities.
Communications with details for the opening ceremony, workshop and
presentations will follow, in line with key dates and activities. For
Managers
This is a great opportunity for staff to become involved in a meaningful
and rewarding activity where they can learn from their own contributions as
well as learn from the efforts of others across government.
Managers from government agencies are requested to encourage their staff to
participate in this activity. Each agency can provide up to three
nominations. Members who do the research do not have to be located in
Canberra.
