[okfn-be] Translating Open Data Manual in Dutch/French

Hello,

Kat (Local Chapter lead) from the OKFN here, just chiming in to say that
this is very exciting and thank you to all who are working on the
translation! Have also asked our admin team to accept the translation
request as soon as possible :)
