[okfn-br] [open-data-manual] List name change and a sneak preview of Open Data Handbook v1.0!

Hi, Laura!
I had requested the creation of a Brazilian Portuguese translation
team effort in Transifex and, while I was waiting, I downloaded the
all.pot file and stated translating it in Poedit. I must have made
something wrong in it, as it was already filled with the original
english strings where the translated ones should be. When the team got
created and I uploaded the file, it was falsely reported as a 100%
complete translation. Sorry about that. How do I undo the file upload
on Transifex, please?
Another difficulty is that the Open Data Manual had previously been
translated and adapted by the Brazilian chapter of the W3C [1], in a
publication titled "Manual de Dados Abertos: Governo" [2]. I suspected
this when I saw a resemblance and only fully realised that this was
the same book when I saw this announcement on the list, stating that
the Open Data Manual would become the Open Data Handbook. Of course, I
suppose the Handbook will have a lot of new material, but how should
we go about that? Perhaps we could ask them (and people from
Transparência Hacker group who helped them translate the Manual) to
participate on the translation of the Open Data Handbook in Transifex
as well... I'm also CC'ing the OKFn-BR list as there might be people
there who'd like to contribute either with authoring of new sections
or with translations.
