Its seems like an interesting idea. From my point of view, I prefer a listserv because I like things pushed to me. I've always found discussion boards a place you have to go to. You have to be motivated to do it, and with so many discussion boards in different places, I soon forget, and simply stop going there. Email is easy and I've found because of the 'push' to my inbox, it encourages engagement, but I might simply be an old school listserv fan. One suggestion for this list however is to change it to 'reply-to-list' rather than 'reply-to-sender'. Its makes its easier to share with the wider group, and encourages even further group dialogue.
As for the language issue, my sense is as the list grows, you are going to start to see more anglophones join the list, with more english posts than there have been to date. I'd rather see the french posts, and make my own determination if I would like to translate it or not, rather than be excluded from the posts.
The only exception might be OKFN team when it comes to announcements etc. where its important to share them in both languages.
