1. Currently you have the admin rights. 
2. Yes there is reviewer rights by city. Follow these instructions - 
In the places sheet, you can optionally add a Reviewers column that accepts a comma separated list of emails. These users will then have access to approve or reject revisions submitted for datasets in that place.

Hi,

In Finland we have got active city people to update census of different cities in distributed manner. Two questions (if the answers are documented somewhere I am clad to be guided there):

1) Who has the rights to run http://fi-city.census.okfn.org/admin/load/config so that the updates are visible?

2) Is there possibility to set admin/reviewer rights city by city, or does the same rights apply to whole country?
