One wonders how much citizen data describing steps along the path of stolen
bikes (e.g. cash converter type businesses / bulidings where GPS signals
are lost) police would need before they had to follow the Dutch example and
start gathering and analyzing their own.

I guess a starting point would be a records of where and when bikes are
stolen.
