(de) Medienmitteilung: Opendata.ch gratuliert dem Bund zum neuen Open Government Data-Portal 
und verlangt die konsequente Umsetzung der OGD-Strategie Schweiz

Der Bund lanciert heute das neue nationale Open Government Data (OGD) – Portal opendata.swiss (https://opendata.swiss/de/). Damit wird das bisherige provisorische OGD-Pilotportal durch eine permanente Lösung ersetzt. Der Verein Opendata.ch gratuliert den Kolleginnen und Kollegen des Projektes OGD-Schweiz zu diesem erfolgreichen Schritt und freut sich insbesondere über die zusätzlichen staatlichen Organisationen, die ihre offenen Daten über das neue nationale OGD-Portal publizieren, wie z.B. die SBB und der Kanton Genf. Zudem wecken die verbesserten Publikationsfunktionen die Hoffnung, dass möglichst bald weitere Datenbestände des Bundes, der Kantone und Gemeinden als OGD zugänglich gemacht werden. 

Die Freigabe und Publikation weiterer Datenbestände, wie z.B. Firmen- und Adressregister, Strassenunfälle oder  die Ausgaben der öffentlichen Verwaltung als OGD, d.h. maschinenlesbar sowie unentgeltlich und uneingeschränkt nutzbar, sind dringend nötig. Die Schweiz verpasst mit jedem Tag, an dem solche Daten nicht offen verfügbar sind, wertvolle Impulse für Innovation und wirtschaftliches Wachstum. Im Rahmen des Global Open Data Index 2015 (http://global.census.okfn.org/year/2015) liegt die Schweiz weit abgeschlagen auf Rang 29 (2014: 24). Die Gründe für diesen Rückstand liegen darin, dass das Angebot an offenen Daten in der Schweiz bis anhin äusserst bescheiden ist und viele Daten der öffentlichen Verwaltung weder maschinenlesbar noch uneingeschränkt nutzbar sind. 

Der Bundesrat hat im April 2014 die Open-Government-Data-Strategie Schweiz 2014 – 2018 verabschiedet, siehe https://www.admin.ch/opc/de/federal-gazette/2014/3493.pdf. Darin heisst es: „Die öffentliche Verwaltung in der Schweiz verfügt über wertvolle Daten von hoher Qualität. Der Bundesrat will möglichst viele dieser Daten im Sinne von OGD offen zugänglich und frei wiederverwendbar machen (…), durch OGD die Entwicklung einer Informationsgesellschaft in unserem Land fördern und die führende Stellung der Schweiz in der globalen Informationswirtschaft stärken.“  Der Verein Opendata.ch steht hinter dieser Strategie und appelliert an alle verantwortlichen Stellen, diese nun konsequent mit der Publikation möglichst vieler nützlicher Daten umzusetzen.

(en) Press release: Opendata.ch congratulates the Federal Government with the new Open Government Data Portal and calls for a consistent implementation of OGD strategy in Switzerland

The Federal Government today launched the new national Open Government Data (OGD) - Portal opendata.swiss (https://opendata.swiss). This replaces the previously provisional pilot portal with a permanent platform. The association Opendata.ch congratulates our colleagues in the Open Government Data Switzerland project for this successful milestone, and is particularly pleased about the expanding list of governmental organizations that publish information openly on the new national OGD portal, including SBB and the Canton of Geneva. Furtheremore, the improved publication features encourage hope that other data holdings of the federal government, the cantons and communes will be made available as soon as possible in the form of OGD.

The release and publication of other databases such as company and address registers, road accidents or public administration expenditures as OGD – i.e. machine-readable, free of charge and without any restrictions – are urgently needed. Switzerland misses out every day on valuable impetus for innovation and economic growth when such data are not openly available. In the Global Open Data Index 2015 (http://global.census.okfn.org/year/2015), Switzerland lags behind in ranking 29 (2014: 24). Some reasons for this delay are that the supply of open data in Switzerland until now is very modest, and that a lot of data of the public administration are not machine-readable or fully usable.

The Federal Council adopted the Open Government Data Strategy Switzerland 2014-2018 in April 2014 (see https://www.admin.ch/opc/de/federal-gazette/2014/3493.pdf). It states: "The public administration in Switzerland has valuable, high quality data. The Federal Council wishes to make as much of this data as possible openly accessible and freely reusable within the meaning of OGD (...), through OGD to support development of an information society in our country, and to promote and strengthen the leading position of Switzerland in the global information economy." 

The association Opendata.ch stands behind this Strategy, calling on all responsible authorities to implement it in consequence, with as much useful data publication as possible.
