Following previous suggestions I have now consolidated (some of) the 
discussion around the OSD into a draft and put it up at:

This is a draft and the page is editable by anyone so please add 
amendments/comments etc.

I've tried to keep it as stripped down as possible and have put many of 
the unresolved issues, such as those around identity, use of non-open 
outside services, in the TODO section.
