Yes, I think such an open submission, reviewing process might be 
appropriate for OKCON ;-)

I still think it would be important to have a deadline for submissions - 
else people tend to forget about it. We could call it maybe the 
"research track" of OKCON. We should also try to publish the submissions 
for archival purposes, e.g. at CEUR-WS.org.

We can also ask for two kinds of submissions - papers (up to 6 pages) 
and abstracts (1-2 pages).

Regarding topics the following came to my mind:

Technology
* Semantic Web and Linked Data technologies for representing and 
interlinking open knowledge
* platforms, methods and tools for creating, sharing and curating open 
knowledge
* light-weight, adaptive interaction models

Society
* Licensing of open-knowledge
* Incentive and gratification models for open-knowledge contributors
* Business models for open-knowledge

Culture
* Opening and making libraries, archives, museums more accessible
...

Probably we should set up a page at the Wiki to continue drafting the 
call. Once ready we can send the call around to mailinglists of the 
respective communities.
