Lots of valuable input. We need someone to coordinate this (not me although
I am happy to be on a working group). It shouldn't take more than a few
days to (a) survey current practice in major publishers and funders and (b)
collect the supporting literature.

I am prepared to put in an FOI request to OUP and CUP as they are required
to answer and I'll ask them things like
* when
* why
* who
