The World Bank have developed one: see
http://data.worldbank.org/about/open-government-data-toolkit/readiness-asses
sment-tool  Although some of the language is in terms of countries, it is
applicable to regions and to municipalities too.

 

The World Bank is seeking continuous improvement, so a commentable version
has been posted (there's a link on the page above) and the intention is to
revise it periodically in the light of comments from the community and of
feedback from operational use.

 

I believe that translations into Russian, French and Spanish are under way.

 

Please note that this is a *readiness assessment* tool; that's a different
task from assessing open data initiatives which have already been developed.

A quick question, has anyone developed an open data assessment tool, for
example, a short survey or a framework to assess how ready is a country, a
sector (health or education ministry for example) or organization to begin
an open data initiative?
