Not exactly. The FSF directory includes anything that meets the Free
Software definition, whether it is GPL or permissive license or whatever
variant. The directory existed over many years and work has been focused
lately on trying to improve it and make it more useful. It isn't the
simplest guide as it is trying to be thorough, but the intent is to make it
more useful and easier to understand. Everyone at FSF knows that it is
overly confusing right now.

Josh Gay at FSF has been working to recruit volunteers and organize things
and has already made progress in overhauling the directory, it's just only
part-way there currently and still in rough shape.
