[okfn-discuss] some thoughts on open data in China

I would say that's essentially the "free trade zone" methodology behind
some of these "open data" initiatives. Accelerated growth in quantities of
public datasets and even downstream applications is expected, but
engagement with different stakeholders is yet to be seen...
