[okfn-discuss] Minutes of July Open Knowledge Foundation board meeting

The evaluation planning is at an early stage. In this case we expect to
have some input into the design of the evaluation process primarily at
board level (where there is experience of this sort of process) with some
involvement from Rufus and I.
