[okfn-discuss] The Open Knowledge Wiki Manifesto

Hi,

recently we've started using the Open Knowledge Wiki more and more over at
the School of Data. Doing so I've noticed that there are several good
practices we should implement to keep our wiki more consistent and
information together.

I've started drafting a Manifesto here to guide people (heavily inspired by
pythons "import this")
