There's a bit at the end about other public authorities that hold data
relating to flood risk and the river network.

Many of the flood datasets are inter-related; for most purposes they modify
one another and need to be considered together. If we are going to press
the government to release more open flood data we should be thinking in
terms of packages of data (i.e. on the model of the OS OpenData release in
2010).
