[okfn-help] Opening XLS file of emissions data sources?

I'm afraid it appears well and truly gefuggered. Real Excel says:
"<Filename> cannot be accessed: The file may be read-only, or you may
be trying to access a read-only location. Or, the server the document
is stored on may not be responding."
I've tried opening it with antixls also without luck. There's
definitely *some* data in there, as testified by `strings` (output
linked below, in case anyone can do magic with it).

My guess would be it's been opened off a remote server, and there's
some knack to getting a proper *copy* rather than a reference, which
has been missed. Maybe.
