Just to be clear: you can *register* any dataset on CKAN -- CKAN is
just a registry and recording the existence of a dataset (and its
features) does not require the dataset itself to be open. Of course we
prefer to register only open datasets (or datasets we think should be
open) on CKAN.net but that isn't a completely firm requirement.

However, what I think you were asking is: is this dataset open (e.g.
can I copy the *data* around wherever I want). The answer here, is:
no, not necessarily.

All data on data.gov.uk is released under the data.gov.uk license
(which is open). General uk gov data may not necessarily be open so it
would be good to check.
