I'm curious as to what the difference is between this and the several
other machine readable versions that are around.

The factbook listing appears to have been on CKAN since 2007:

http://www.ckan.net/package/cia-world-factbook

InfoChimps has it: http://infochimps.org/datasets/the-cia-world-factbook

also MONDIAL http://www.dbis.informatik.uni-goettingen.de/Mondial/

wiwiss have a D2R front-end: http://www4.wiwiss.fu-berlin.de/factbook/

and there's even an ontology:

http://www.daml.org/2003/09/factbook/

I got my copy from soton's aktors program:

http://www.aktors.org/interns/2005/cia/CIA%20World%20Factbook%20to%20RDF.htm

which provides a perl-based conversion from HTML (the factbook "print"
version, 2006 version still available via archive.org) to RDF.

The CIA World Factbook is very specifically in the Public Domain.
