[okfn-help] New email alias proposal: speakers at okfn.org

Same as other aliases - main thing is that responses are cc'ed to
alias so people know who has responded.
At the moment I have to ping OKF people individually regarding speaker
opportunities. Lots of backing and forthing, following up emails,
establishing availability. Its time consuming. At least this way I'm
not bottlenecking the whole process...
Make sense?
