[okfn-help] Coordinating speaker invitations for the OKF

We get requests reasonably regularly for requests for someone from the
OKF to speak or participate in an event. At the moment these requests
are largely coordinator by Jonathan. However, we want to find a better
way to deal with this. So we plan to:
1. Create a speakers [at] okfn [dot] org alias to which requests can
be sent or forwarded (both internally and externally -- it's like most
requests will still come to info at okfn.org)
2. Archive these requests (possibly using a mailing list e.g.
okfn-speakers-coord at lists.okfn.org)
3. Appoint a 'Manager on Duty' to regularly (e.g. weekly) check
incoming requests and direct these towards designated 'speaker'
volunteers within the community
