[okfn-help] Open Data Manual - copyright notice conflict

Hi Tim,

The footer notice should obviously go and is there by accident of "template".

Are you registered on okfn.org (okfn.org/register if not)? If so I'll
make you an admin on opendatamanual and you can change things as
needed :)
