[okfn-help] Preventing anonymous account creation + usage of trac?

I just deleted dozens and dozens of spam users from Trac. Can we
prevent anonymous user registration and restrict new accounts to
people who request them (e.g. by sending an email to OKF core team or
info at okfn.org)? Lucy and I thought this had already been locked
down...
