[okfn-help] Change irc channels to freenode

Hi All,

Following earlier discussion [1] I propose that we move to freenode
for our irc. Reasons:

1. webchat.freenode.net
2. No longer any reason not to have freenode over oftc
3. freenode generally somewhat better known

If you strongly object please say now. (NB: Just as we maintain a
presence on freenode now we can continue to maintain presence on oftc)

If no objections propose we move on 1st August.
