The latter has explicit text describing the license for the contents
in the bolded "how to apply" section, whereas the former does not. I'm
wondering if this is deliberate or an accidental omission.
If it is deliberate, then surely you need to change points 2 and 3
under "Notes" on http://www.opendatacommons.org/licenses/by/
I've noticed this because I've been offered a license to use a
databsae 'under ODC-By', and the owner hasn't specified a license for
the contents. In the absense of any specific wording to the contrary,
I allowed to assume the contents can be used under DbCL? (I presume
not, but since people usually forget the content license and just talk
of licensing under ODC-By or ODbL, it would be very helpful if those
two licesnses could name DbCL as the 'default' in the absense of any
statement to the contrary.)
