[okfn-help] Renaming mailing lists

I know we were thinking of renaming wdmmg mailing list to open-spending.

I was wondering whether, at the same time, we could rename a bunch of
other lists?

E.g.

  * data-driven-journalism to ddj
  * ok-london-announce to ok-london
  * ok-cam-announce to ok-cam
  * ok-ox-discuss to ok-ox
