[okfn-help] Contact form on CKAN website

Thanks Sam! That has mostly fixed it. At least I've fixed the Subject: field.

Unfortunately, setting the From: field has no effect :-( It seems that
whatever you set it to here it is reset downstream to the unhelpful
"Open Knowledge Foundation <noreply at okfn.org>".

However, at least I've managed to set a Reply-To: field instead, so
even though incoming messages appear to be from mystery authors,
replies to them will go to the right place.

Cc'ing to info at ckan so that everyone there knows what's going on.
