Dear Prof. Arun,

Its great news from CGIAR... I read your letter to them on OA and their
reply.... Now ROADMAP... CSIR had adopted in 2009 because of your
intervention... But we have failed at ICAR/NARS level... How much more
advocacy is needed in ICAR/NARS?
