We might also want to look at examples in science and geomatics, and the open geospatial consortium, and the work done in spatial data infrastructures, libraries and archives who have done this kind of work for quite sometime.

 > Ontological issues are probably the biggest first hurdle to overcome. The metadata used to describe open data sets does not have a controlled vocabulary or  thesaurus. One step towards that is that is to use a regionally forked ontological structure. This is something that can be advocated and developed by the ODI and shared with the OGP as well as local open data efforts. The ODI certification program does not  specifically address ontological issues but certainly the framework is there to develop this piece.
