[Okfn-irl] [Thursday, 24th October] ODI Meetup #10 'The Way forward for Open Data in Ireland'

Ontological issues are probably the biggest first hurdle to overcome. The metadata used to describe open data sets does not have a controlled vocabulary or thesaurus. One step towards that is that is to use a regionally forked ontological structure. This is something that can be advocated and developed by the ODI and shared with the OGP as well as local open data efforts. The ODI certification program does not specifically address ontological issues but certainly the framework is there to develop this piece.

I agree with Ciaran that we are a long way from interoperability.

I suppose we have to start somewhere and realize this might be more than one generations' work.

Stay open to all possibilities! Let's go one further: if we are all truly advocates for open data it could be expected of us to assess the probable cause of unopened data on a case by case basis, and to start doing that we need to know the probable causes. Ton Zilstra more or less advised us of this and challenged us to try to help overcome the probable cause at Open Data IRL meetup 2!

Government agencies generally don't wish to open data because the understanding built up over several years erred on the side of not sharing. Let's all remember that some privacy rights focussed interests have a dog in the race, and are very willing to suggest any disclosures of Government data are in themselves a diminution of individual rights. And as we know Government Data is often derived from interactions with the Citizen. There is much more awareness raising needed within Government, and as far as I can see we have only begun to do that.

To suggest one other cause #opendatairl you will remember the talk by Roisín Doherty of the HSE at Open Data Irl meetup 7. She explained that there are a litany of issues from the ontology of recording to the technology of storing data, which mean that there can be no quick results from systems that have inherited legacies and so on. This is not always a concern for secrecy, often just a concern of misinterpretation.

Hi Tracey

I would be happy to. The current OGP requirements and framework lack enforcement, enablement tools and accountability rubrics for member nations, including the US. Looking at the US set of action items I worry at how out of date they are given our current fiscal crisis as well as our eroding credibility regarding intelligence gathering.

It is the right time for the OGP to have an accountability framework that is fair and universal. The ODI provides an excellent model to oversee OGP efforts within member countries.

Best regards

Would be good to hear you share this in thursday. Expecatations and reality do not always converge and maybe goals differ too!

> For open data to promote open government, it needs to operate within a framework of law and regulation that ensures that information is collected, organized and stored and then made public in a timely, accurate and useful form. The information must be more than just what government bodies find useful to release, but what is important for the public to know to ensure that those bodies are accountable.
