No, it isn't :-)
First off, ReclineJS itself in general re-uses existing best-of-breed
viz tools and connects them with backends (it doesn't want to reinvent
a great graphing library, or mapping library or timeline library). So
the timeline component is primarily But it also connects them with
multiple data sources (so e.g. I've use the Timeliner with data from
ElasticSearch or the DataHub).
In the case of the Timeliner app itself there are a variety of things
that are beyond the basic timeliner either done or planned (more
planned atm), e.g.
* Various automatic customizations of display (setting of source etc)
* A map and timeline together - https://github.com/okfn/timeliner/issues/3
* Embed and share: https://github.com/okfn/timeliner/issues/4
* Search and filtering of the timeline (you can already do this as
part of the standard Recline Multiview but this isn't being used in
Timeliner atm)

I think perhaps the above answers that -- plus connecting this to CKAN
as part of timeliner would be trivial (it would just be allowing an
additional backend as per http://dataexplorer.datahub.io -- in the
first pass on Timeliner done as a demo for ReclineJS launch I focused
on Google Docs as it allowed direct editing).
