The other day I was looking for somewhere to quickly put an issue /
idea re labs stuff and was stumped for an obvious location.

I therefore booted a "labs" repo on github so we can have an issue tracker at:

https://github.com/okfn/labs/issues

I note this is intentionally different from the okfnlabs site repo at
https://github.com/okfn/okfn.github.com.

What do people thing?
