This part of Google Spreadsheets is a UX nightmare.  If a user "shares" but
doesn't "publish" a spreadsheet, they get a URL which works fine everywhere
except in the API.  They can email it to folks, have them open it, etc, but
it won't work places like OpenRefine (or presumably TimeLiner).
