[okfn-labs] Open Research Timeliner

It's really a Google Spreadsheets bug/limitation.  You should be able to
access a public spreadsheet through the API even if it hasn't been
"published" but they draw this weird distinction between sharing publicly
and actually "publishing" when most people consider them the same thing.
