what exactly does submitting mean? i couldn't find anything that looked like
submission-formish on the website. but i found these datasets already here:

and here:

and even more here:
http://datahub.io/dataset/council-of-europe-conventions

i also noticed that scraperwiki is dead? how sad. but explains why i didn't
get any mails from there about failing scrapers. good that someone else does
the wipo treaties now, i don't have to do that anymore. however the other
scrapers, i mourn. i guess, i'll have to scrape of the bitrot of those
scrapers.
