Thanks for the comments Olav!

When I was doing the Open Data Barometer ( opendatabarometer.org ) of
Norway during the summer, I was in correspondence with the Statistics
Norway people.
The person I emailed with said, informally, that all the data on their site
is effectively CC 3.0 BA compatible. ... they've just not said it formally.
I'm not sure how much this reflects the reality of things. However, well,
let's say we hope they get to that reality soon :)  It would be really
really great if at least one statistics agency makes their data open.
