[Open-access] Green Gold Gratis Libre

Just like Cameron I am likely to get things wrong. So we should construct a
simple phrase that we all agree on. We decide things like:
* it must contain "BOAI"
* it should not contain the words "open" "access" "libre"

so "BOAI-compliant" is one possibility.

We avoid trying to be too clever and add other words of explanation.
